tmp folder should only be cleaned. Should not be deleted within startup scripts

      Description

      In startup scripts tmp folder is deleted using following script

      if [ -d "$TMP_DIR" ]; then
      rm -rf "$TMP_DIR"
      fi

      Instead of deleting the whole directory, we should only clean it. Unless certain java clients gives error while starting up (experienced while using new relic jmx monitoring). The fixed script will look like something below

      if [ -d "$TMP_DIR" ]; then
      rm -rf "$TMP_DIR"/*
      fi

      This should be fixed in both wso2carbon.sh and wso2carbon.bat
