Web Services (WS)-Commons Policy now known as Apache Neethi provides an open source implementation of WS-Policy specification. It provides a convenient model to process any policy information at runtime. In other words, it provides a common syntax to express additional information required for Web services to communicate in a platform independent manner.
Web services use SOAP, an XML based inter-networking protocol as a means of communication which provides cross platform capabilities. As user requirements get complex with value added features like encryption or reliability, information other than what is provided in the WSDL is necessary for two Web services to inter operate successfully. Addressing this issue WS Policy defines a general framework which can be used and extended by other WS-* specifications to convey these other information which are essential for successful consumption or use of Web services.
