Repository Listener initialization failed could be due to problems in the modules. There are couple of options, first is to use 1.0.0 release, which is far more stable than the alpha release. Second, try building the source with the modules some modules disabled. e.g. use --enable-sandesha=no. Use ./configure --help for more information on configure options.

On your second question, if you are questioning about provide access to static HTML pages form the web server on which you have deployed WSF/C, the answer is yes. You have to use the Apache2 httpd module in place of the simple axis server and you are using a Web server with Web services support.
