Do Interoperability testing with .NET

WSF/PHP should be interop tested with .NET. We can start with the following .NET bindings  BasicHTTP, WSHTTP, WSDualHTTP. Since we do have some RM Support, we can test for that as well.  Preparing a test suite for each of the binding will enable Testing test releases against .NET.
