[wsf-c-dev] WSO2 Web Services Framework for C 1.3.0 RC1

Hi Sanjaya,
Udayashankar and I identified several problems in interoperablity 
testing of Sandesha2/C with .net RM. See SANDESHA2C-47, 48, 49, 50. By 
now I have fixed all of these issues and tested all except the last one 
which I plan to do tomorrow.
So I suggest to incorporate these changes as well in the 1.3.0 release.
