[wsf-c-dev] [PHP] Improve the test framework

We have considerable number of PHP tests as well as an automated system 
that can be used to run those tests.

I think we should get all these tests to pass and also implement tests 
to cover whatever areas that we have not covered. Do we have a Wiki or 
something like that on the areas we are covering with the tests now?
