[wsf-c-dev] [Python][ANN] WSO2 Web Services Framework for Python 1.0.0alpha

Please make sure you follow the release norms on packaging followed by 
other WSF/* projects.
1. We provide tar.gz
2. Use the correct file naming format, look for PHP package named for 
examples.
3. You also need to sign the stuff and provide the key.

Please add these, and any other relevant stuff to QA checklist.
