[wsf-c-dev] [C]Sandesha, Savan and Rampart optional in WSF/C

Hi all,
I have modified the Windows build system so that Savan, Sandesha and
Rampart can be made optional. Also note that if someone decides to build
without rampart, the mod_rampart.lib is not linked to wsclient. As a
result of this change to wsclient, there were no build errors or run-time
errors. However, you can't run rampart samples. Also, please note that I
created two new files to accomplish this task. I placed them in the build
directory. Sanjaya, can you please make sure that these two files would be
packed in future distributions?
