nomal user can't run wsf/c samples

I tried to run wsfc  samples without  root privileges. But I couldn't run some of the samples. As a example when I run a rampart sample it was permission denied. When we run rampart samples the policy file should be replaced. So it is required  to have root privileges. Because of this reason a normal user can't run some of the wsfc samples. And also when we install the wsfc it is required to have root privileges.
