[wsf-c-dev] [C++] Windows Release for WSF/C++

Hi all,

I believe that we could release WSF/C++ 1.0.0 alpha for MS Windows as well
as Linux. I have added the neccessary build scripts, docs etc. The source
and samples build without any error. There are still some issues that need
to be fixed. Amogst these are issues due to improper use of dllexport,
calling conventions etc. which I believe we could fix within this week.
