[wsf-c-dev] 1.3.0 features for WSF/PHP

So this is a php script, which construct the code with the information
from the SIG model,

Here are we writing a simple c tool, which generates code to the XSL
template as it is now in WSDL2Java tool?, Or is it simply a PHP script,
that we going to implement just for PHP?

I prefer the first option, since It would make easy to generate code for
other languages as well, I think this will give the opportunity
integrating code-generation to IDEs like eclipse ( I'm not sure whether
we can write eclipse plugin for C..).
