[wsf-c-dev] [C++] WSO2 WSF/C++

It was suggested by Sanjiva that we ship the proposed C++ wrapper for 
WSF/C as a separate project, namely WSO2 WSF/C++, rather than embedding 
the C++ wrapper as a part of WSF/C. The rationale is that the kind of 
audience for C++ API would be much different form the kind of audience 
for C.
