How to enable MTOM in latest svn checkout of axis2/c?

Is it by setting,

1. <parameter name="enableMTOM" locked="false">true</parameter> or
2. <enableMtom>true</enableMtom>

And, if 1 is true, what is the "locked" attribute for?
can someone help me?
