[wsf-c-dev] [Ruby] API is on Wiki

Chinthana, Danushka, Dimuthu and Janapriya have prepared the initial API 
doc for Ruby.
We (those four guys, Nandika and myself) reviewed this on Friday. There 
were some comments and improvements suggested on the API, including the 
format of the document itself, we would have a table format in the doc 
like in the case of the PHP doc.

The API is quite similar to the PHP one, but not the same look and feel 
as it has to cater for the Ruby syntax and semantics.

The development would kick off on Monday.

You are welcome to come up with feedback on the API.
