Rampart/C header processing fails in some EncryptBeforeSign scenarios.

When policy says EncryptBeforesigning  Rampart/C expect the order of the Security header to be <Signature> then <EncryptedKey> and the Referencelist inside the <EncryptedKey>. But some times this <Referencelist> comes separately as a child element of Security header. Rampart fails to process this situation.
