[wsf-c-dev] Assumptions in WSF/C build

There seems to be many *bad* assumptions in the WSF/C build system.

Yesterday, it failed on my machine because it assumed I had MySQL installed.
Today it fails looking for iksemel.

This is really bad user experience :(

We have to make the build such that all the optional components are 
skipped, if the prerequisites for those optional components are not 
there in the users machine. In the future, when you add anything to 
WSF/C build, please adhere to this rule.
