[wsf-c-dev] better support for proxies and transport settings

HTTP Proxy support is therefore Axis2/C, We need to proxy host and
port in axis2.xml

It worked well, I tested it (Axis2/C) before two days ago.My feeling
is, it should work for PHP also.
