Issue occured when building WSF/C on Windows

Below are the steps to reproduce the issue

1. Execute the build.bat file to build WSF/C
2. When building, I get the following error

3. This is due to the neethi_options.h file being located inside neethi/src/util folder and not inside the neethi/include folder
