Missing intructions in the INSTALL file about setting the Apache2.2 path in the config file before building WSF/C on Windows

Below are the steps to reproduce the issue

1. Extract the source dist to a folder of your choice and change the config.in file as you need
2. Make sure you do not set the Apache2.2 .path properly in the config.in file
3. Run the build.bat file and the build fails since Apache2.2 was not set properly

Therefore include instructions in the INSTALL file that you should set the proper Apache2.2 path before building WSF/C
