I don't recall any discussion of this on the mailing lists.

As I understand it, there are two substantial things that WSF/C adds to
Axis/C:

- integration of Sandesha
- wsclient utility

wsclient is probably the biggest benefit, because it's not available
except as part of WSF/C.  The problem is that wsclient is not in any
sense "for" C; rather it's _in_ C. If it's for anything, it's for shell
script.

If you use WSF/C instead of WSF for C, then you don't have to get
precise about the relationship to C.
