[wsf-c-dev] ruby bindings

Guys, I'd like to suggest that after we do the Perl client side bindings, 
we switch gears and do the Ruby bindings first before doing the Perl 
server side stuff.

What do you think? The idea is to respond in a more "timely" manner for 
Ruby .. Perl isn't going anywhere so having client-side bindings will "do" 
for now IMO.
