I can create the mesasage to be retuned by my operation as follows:
new WSMessage($resPayload, array("action" => "http://wso2.org/wsf/php/addr/bill"));

This meanks that the outoing message should have the WSA as http://wso2.org/wsf/php/addr/bill. But it does not pick this but use the action that came in as the outgoing action
