[wsf-c-dev] WSF/C External to Apache Projects

I have changed https externals to http, because we seem to accidentally 
commit stuff WSF/C related stuff to Apache projects time to time.

Now you have to have separate https checkout from Apache projects if you 
want to commit stuff into Apache.
