AFAIK, all the things that is belong only to wsf/c (not axis2c) are
kept under build directory. At the build time they are copied to the
relevant location. 

Due to some Licencing issue, We are unable to commit xmpp transport
into axis2c server. (But what I don't understand is how we keep xmpp
with wsf/c because wsf/c also suppose to release under Apache2.0
licencing) 

I personally doesn't like current wsf/c build system. (But I'm unable
to propose a solid replacement)

+1 , But I know there are some practicle problems with wsf/c build
system that is why we are unable to do it. 

* Unlike Axis2/C there are some components (like xmpp transport) that
  only belong to wsf/c.

* wsf/c happen to deal with many projects from different locations
  (sandesha, rampart, wsclient etc)

    When it comes to wsf/c , we encounter a completely different build
    system (root directory is wsf/c directory), Therefore we are
    unable to use those build systems as they were. (some
    modifications needed). We get those sources using svn externels
    and need to replace some file of build system , thats why we copy
    some files from build directory to relavant location. Although I
    don't like this method , I'm unable to propose a good
    solution. May be one in list can propose an alternative method to 
    try this out.  

    AFAIU, that is the problem with wsf/c build system.
