That's the best document on the ICU C++ subset that I am aware of.

ICU is an old project and the capability of C++ compilers have improved
a lot since ICU started.  For example, there's now reliable support for
templates in all current major compilers.

In any case, I've spent quite a lot of time looking at this, so if we
decide to use C++, I'll write up some guidelines.
