custom throttle policy does not get applied to the service correctly

I customized the default policy in throttle module as follows.

Then I engaged throttling module to a service and invoked the service. I was able to invoke the service more than 5 times. It seems my policy assertion does not get applied properly. 

Can someone please have a look at this? If my policy is wrong, please let me know.
