Hi Michael,
I created a Windows Vista fresh instance and then obtainded the wtp all in one sdk version 2.0 and tested with WSAS snapshot version of it. I was able to start the server successfully and work with the WSAS IDE as mentioned in documentation. I could not find any of the issue on Vista. I am attaching the screenshots of my testing done in Windows Vista.
