[wsas-java-dev] Axis1 Deployer for Axis2

Hi folks!

I've thought about this a little more, and I think, per dims' question, 
I'm now +1 to commons and -1 to embedding it directly in WSAS.

Let's get this useful piece of glue published in a form that will allow 
the wider Axis1 community to start utilizing Axis2 at their own pace 
without making them swallow the whole of WSAS (until they realize how 
cool/easy it is, of course :)).  We can publish the code as a commons 
jar with instructions, and then also build the aforementioned really 
nice tooling/UI support for it in WSAS.  Seems to me everybody wins that 
way, and we provide a smooth upgrade path without any sharp turns.

What do you think?
