WSO2WSASNodeManager service is not available

WSO2WSASNodeManager service cannot be found even if the clustering is enabled in axis2.xml. It is not shown in the wsas management console.

Steps to reproduce:
===============
1. Deploy 2 wsas server instances in two different machines
2. Uncomment clustering settings in axis2.xmls of both instances
3. Run wso2wsas.sh 
4. Access management console of one of the instances

WSO2WSASNodeManager service is not shown.
