[wsas-java-dev] Online WSDL validator

I've seen a number of requests for WSDL validation recently. I think we 
should make this available:
1) on OT as a tool
2) as a command line tool in WSAS and separately

Currently I recommend people to download the Eclipse Webtools project 
but that is a huge install and complex to get your WSDL loaded into the UI.
