Redeployment of a removed service does not update the services list

Steps to reproduce:
===============
1.Deploy a service
2. Navigate to 'Services and Service Group Management' page
3. Click on 'Remove Service' icon
4. Now upload the same service again
5. 'Archive was successfully uploaded. This page will be auto refreshed shortly.' message is displayed. However service is not added to the list until wsas server is restarted.
