wsas is not restarted automatically when uplaoding a new module

WSAS is not restarted automatically when uploading a new module. 

Steps to reproduce:
===============
1. Navigate to 'Modules Management' page
2. Browse for a new module and click 'Upload'
3. 'Module was uploaded successfully to the repository. The server needs to be restarted for this to take effect. Restart Now?' message is displayed. Click ok.

WSAS will not be restarted. Following error can be seen in firebug console.
