'getElementsByTagName not supported' error occurs when selecting a phase in 'Axis2 Handlers for Opearation' page

The above  message is displayed when clicking on a phase in an axis2 handler of an operation.

Steps to reproduce:
===============
1.  Log in to wsas management console
2. Navigate to 'Services and Service Group Management' page
3. Click on 'echo' service
4. Select 'Manage Service Operations'
5. Click on 'View Axis2 Handler' icon of throwAxisFault operation
6. Click on any of the phases in inFlow handler (eg:- click RMPhase)
