Hotupdate/undeployment issue in wsas management console

The removed service remains in the management console even if hotupdate=true in axis2.xml.

Steps to reproduce:
===============
1. Set the followings in axis2.xml
Hotdeployment=true
Hotupdate=true
2. Restart wsas
3. Remove a service archive from ../repository/services directory
4. Now access the management console and navigate to Service and Service Group management page

Actual Result:
============
The removed service is still displayed

Expected Result:
==============
Service should be removed from management console since hotupdate and hotdeployment set to true in axis2.xml
