Blank tables are displayed in some pages in management console

Please see the attached screen shot. Blank table heading is shown when the data related to that table is not available.

Steps to reproduce:

1. Access management console in a fresh wsas installation
2. Navigate to 'Module Management' page

Actual Result:
============
'Engaged Modules' table heading is displayed under 'Globally Engaged Modules' section

Expected Result:
=============
'No engaged modules found' message should be displayed without showing table headings.
