Service group parameters are not persisted

Service group level parameters are not persisted in the system. After restarting the server, the values are lost.

Steps to reproduce:
===============
1. Click on a service group
2. Add a service group parameter
3. Save it and restart the server
4. Now check the added parameter again. It won't be there.
