This feature is needed for clustering. The configuration hierarchy can undergo changes in a clustered environment. All nodes should have the same configuration version. When a new node tries to join the cluster, it should be denied entry if it has a different configuration version. 

For this purpose, from the Axis2 side, we need configuration versioning support.
