Logging issue when changing the log4j settings

wsas system logs are not changed according to the settings in the 'Logging Management' page. Please go through the following steps to reproduce this issue.

1. Change the global log4j configuration to DEBUG
2. Go to 'System logs' page. You can see the debug messages are shown there.
3. Now change the global log4j level back to INFO or ERROR
4. Do some operations in management console
5. Go back to 'System logs' page. New log settings will not be reflected there. Nothing will be logged.
