[wsas-java-dev] License files

We used to maintain a license file for each of the third party libraries
we ship in WSAS. This has become infeasible since switching to Maven2
since it automatically downloads the transient dependencies and includes
them in the distro.

Can we just have a single legal file which mentions the types of
licenses of the third party libraries, without mentioning each and every
third party library?
