[wsas-java-dev] New build scripts

[Afkham Azeez]

I have added a few build.xml files to relevant COMMONS Java projects.
Now you can simply type "ant" from the top level commons directory, and
all the COMMONS Java projects will be built.

Prerequisites:
Ant & Maven2
