if @WebService annotation is specified without explicitly defining the name of the service, the web service should be named according to the class name.
Currently, the service name is taken as blank when deploying such a service implementation class in WSAS.

Steps to reproduce:
===============
1. Deploy the attached jar, which includes following service impl class.

@WebService(targetNamespace="http://www.openuri.org/jsr181/WebParamExample")
@SOAPBinding(style=SOAPBinding.Style.RPC)
public class Webparamtestservice {
	@WebMethod(operationName = "jaxwsEchoMethod")
	public String echoString(@WebParam(name="stringIn")String s){
		return s;
	}
	}

2. Access WSAS maangement console and check the service name
