[wsas-java-dev] Enabling/Disabling the Management Console

In the WSAS server.xml file, I've added a new element to switch ON/OFF
the Mgt Console. This entry will ensure that the Admin Services are not
deployed and the Mgt Console UI is disabled.

To facilitate this, I've added a new parameter, enableConsole, to the
COMMONS AdminUI AdminUIServletFilter's init() method. This is used for
switching the Admin console ON/OFF. Any project using this filter will
experience compilation errors. WSAS has already been fixed. Please fix
this as appropriate.
