[wsas-java-dev] Using System properties in the WSAS & ESB server.xml files

I have updated the COMMONS Utils ServerConfiguration class so that
System properties can be referred in the server configuration XML file.

e.g. <ConfFile>${wso2wsas.home}/conf</ConfFile>

will lookup the wso2wsas.home System property, and insert it into the
Text node. A similar approach has been adopted by JBoss, WebLogic & some
of the other app servers.

Any system property can be used from within the configuration file. My
be a similar approach can be adopted for the axis2.xml as well.
