Improved the concurrent processing of FileManager using read-write locks.
This should fix the concurrency problem with the FileManager when processing large number of requests.
We have to verify whether the issue is fixed, though it is difficult to reproduce.

Fixed the issue with MySQL table creation caused after the recent association data model change.

Started work on a data population class to load the registry with test data.
This is useful for performance testing, specially to run perf tests from command line.
