[Registry-dev] Create Derby registry database during build

Hi Folks,
I think it will be good if you could create the Derby registry database 
while creating the distribution. This can be uploaded to the maven 
repos. Carbon and other products can simply take a dependency on this 
zipped database artifact, extract it, and include it in their products. 
This will reduce a lot of rework since all products will ship with the 
embedded database of the registry.
