Unable to Apply Newly Created Role to the User

1. Logged in as admin.
2. Created new role.
3. Assigned permissions (delete permission).
4. Created user.
5. Applied the newly created role to the newly created user.
6. Logged out from admin account and logged back into the newly created user account but was unable to exercise permissions (delete). 
I also tried applying other permission which still did not work.
