[Registry-dev] One Registry per JVM

Hi folks:

It looks like we currently have a notion that there should be only one 
Registry instance per JVM.  This seems completely unnecessary to me. 
Is there any good reason for it?

Let's get rid of this restriction, and stop using System properties to 
store things.  That's a brittle and issue-prone pattern.

Can we arrange a chat / call soon to discuss the lifecycle and 
configuration of registry servers?  I'd like to get this ironed out.
