XSD file imports not uploaded to registry.

XSD file imports not uploaded to registry.

How to recreate:

1. Login as admin.
2. Import this xsd file (http://131.107.72.15/SoapWsdl_ComplexDataTypes_XmlFormatter_Service_Indigo/ComplexDataTypesDocLitW.svc?xsd=xsd4)

The imported file has another two XSD imports. Those imported files are not uploaded to registry.
