content search directs to tag results not found page if there is no matching resource.

If the search keyword is not found then user is directing to tag results not found page.

How to recreate:

1. Login as admin.
2. Select content from drop down.
3. Left the keyword filed blank and press search button.

I think we can make result not found page more general and could easily make to match content search and tag search.

Once I checked, UI shows following message on it.
Failed to search content for the keywords Test. no segments* file found in org.apache.lucene.store.RAMDirectory at da2cef: files:
