Can not read resources with plus signs in name.

How to recreate:

1. login as admin.
2. add a resource with plus sign in resource name. (eg. Different+Build+Configurations+for+WSF+C.html)
3. now click on to resource name.

" Attempted to perform unauthorized operation" message will be shown.
